The only thing I'd wish for is faction armor+weapon options for the Bunker Hill and Diamond City guards. I've given them different armor and weapons myself with dev console but they reset to original equipment on returning to the area.
I'm sorry. I could not confirm the phenomenon that you experienced. This problem probably seems to be involved in the keyword "EncLegendary" I posted an option file with keywords deleted.

I think that it is possible because I have made MOD for FONV before. However, I think that it will take time because I have not touched both G.E.C.K and FONV for several years. I will consider making MOD after playing once.

I doubt the possibility that the keyword's ?legendary? is interfering,
but I will download it once and check it.
