I did some tests with Horizon 1.5 and there are some incompatibilities. Some NPCs are not detected correctly and appear without a name and when you kill them the body is not recognized (it is there but you can not interact). And besides, no NPC is recognized by the new architect turrets (they do not attack)
I haven't had much time to play lately, but looking at the changelog, it just said patrols were added to NW since the update I wrote the patch with. It might not actually need one if no new NPCs were added. I'll look into it as soon as I can though. I have to check and see if any major balance changes were made to Horizon as well for the NPC types in the mod.

This patch will still work, but its out of date. I recommend using his instead as I no longer have time to mod.
