I used another mod called "Place Everywhere" It allows you to build outside of the build area in any direction, but is not needed by anyone using a blueprint of the settlement.
I had the same problem with FO4 v1.10.20 and F4SE v0.5.0 and a few other mods - nothing worked. The reason for this is the mods I use like Transfer Settlements are coded to use F4SE v0.4.2 and want the FO4 to be v1.9.4
Transfer Settlements does not have a new version yet that supports the new Fallout 4 version, or the new Fallout 4 Script Extender version.
Technically this isn't the right place to be asking about Transfer Settlements if you require help. You should visit the Transfer Settlements page. To be honest though, all I did was roll my game back to Fallout 4 version 1.9.4 - there are many useful articles on how to do this online with links to the files you'd need to download to make it work.
I did try updating FO4 and F4SE and a couple other mods, but my game kept crashing within minutes of starting to build. I decided to rollback until everyone has had a chance to figure out all the quirks in the new Fallout 4 update and fix their mods.

But i have a question : How did you get past the height limit on that settlement ?

this may seem laim to you i really enjoy your BP's but now they wont work for me .i have 0.5.0 and still not working .any help greatly appeciated TY
