Five years later and I'm getting the "Must Clear enemies" Error which is no good as this mod is otherwise quite awesome. The Location is a great one that absolutely cries out for a settlement, but if I can't regain control of my settlement and keep it I'll have to get rid of it. Sadly as its been 4+ years since the creator last commented this mod is probably never going to see a fix unless someone else updates it. And I've tried at least two of the others and this was the best one by far.
What to do with this mod. Download, than use "scrap everything". I scraped every tree, building, shrub, and road in the place. I got a ton of wood, steel, and other junk. Then I removed everything from the workshop ( about 4000 pounds of stuff). Used the console to go into God mode and fast traveled to Sanctuary and unloaded all the stuff.
In case someone stumbles on this, the mod does appear to work, but only on a new game, at least in my case. On my current playthrough, I had the issue where I couldn't take control of it because the game swore there was some sort of big nasty in the area that needed killing. I was finally able to take it through console commands. Then I spent hours building up the settlement, only to find that I wasn't able to assign any settlers to the site. I could assign them to any other settlement, but not Fairline Hill.
So, I started a new game. Popped over there straight out of the vault. Used the killall command to take out everything (including the Security bot and Protectrons up the road near the tracks). Was able to take control without issue. Spawned in a settler and was able to assign them to the settlement no trouble. Hooray for Transfer Settlements. At least I have a blueprint for my next playthrough.
Word of warning. Manually scrap the site. Using the scrapall command will delete parts of the buildings, and likely cause a CTD.
Edit 12-28-2020: One year later, a new play through, now can't get rid of the "You need to kill things before you can access the workbench" error. Nothing is able to resolve it. Ah well, maybe I'll see if there's a different mod for this location.
Edit x2 12-28-2020: Looked at the four other available mods for this location, all seem to have issues. Apparently there is something about this location that is causing conflicts. Maybe it just isn't meant to be. :(
So I killed the Bears in Fairline. Downloaded this mod. Ran Fo4. Loaded in and selected the tool chest. I was the proud owner of Fairline. I then began building on the town deleting adding ect. I ran out of materials after 10 - 15 minutes and fast traveled to Sanctuary hills. Upon fast traveling back I was shocked upon looking at the tool chest it said "activate"...upon doing so I was told I needed to clear the area of enemies first....I had been evicted from my settlement and lost ownership losing everything. I used console to kill everything and nothing happened. Supposedly even if I did kill everything when whatever respawns or re-occurs I imagine I would lose ownership again lose my settlers and gear.Too bad this seems to have been an issue since day one in the bugs log.. This mod looks amazing.
i had this problem with west everett estates mod. sometimes the game "decide" not to maintain a mod or settlement settings.
i had fairline in my previouse playthrough and had no problems. the settlement worked flawless. so give this mod a 2nd try. i would go to a save file without that mod installed and playing with the game till this cell got a reset. after a game week or after a game month.
dude.... I had a major playthrough planned and needed fairline for it for my cult....I spent HONESTLY about 20 hours working on this mod. that's $400 bucks worth of time on it haha I cut my losses.
s#*!, I tried to use conquest build anywhere in the middle of town... wont let me because its a settlement area now :P I would do that to begin with but without this mod nothing is scrapable.
yeah sad to say it this mod is simply broken...started a brand new save with no active mods but this one. 4ish hours using cosole and independent searching and even killing nonhostile NPC's....There simply isn't any "enemies" to clear... I console killed and manually killed all enemies in every surrounding cell. I then reloaded and REKILLED all those cells enemies manually and with console THEN activated the settlement....still lost it upon leaving the cell or fast traveling. Upon fast traveling or leaving the cell....you will simply lose your settlement and never retrieve it. Too bad this mod is beyond awesome in concept.
Looks amazing just downloaded....though I did just find out I couldn't dismiss my follower to the settlement :\ its not listed. Feature or bug? or unfinished? Love the mod man! Endorsed!
This mod is not working for me. "You must clear the enemies first" pops up everytime I want to use the workbench, even when every perp in the vicinity is dead. Also, the decision not to use the standard workbench is really confusing and means a lot of wasted time. What a pain.
Great piece of work! I've always wondered why this WASN';T a settlement as well. I just wanted to check if the settlement gets the periodic attacks like the vanilla settlements?

open console, click workbench so you can c the ID of it at the screen and type
SetPapyrusVar OwnedByPlayer 1
