it's a mess, there is no more hacker perk to choose from with your mod. test your mods first before you post them.
I fixed it by adding the next rank of the VANS perk from Nuka World, but you should mention in the description that it only works on a game without Nuka World.
There are also ITM's in your mod, you should clean it.
