Drop the "Textures" folder into your Fallout 4 Data folder.

Make sure your Fallout4.ini file has this line:

sResourceDataDirsFinal=STRINGS\,

set to

sResourceDataDirsFinal=STRINGS\,Textures\

Save it, run the game.
