Adds a 'somewhat lore friendly' repaint of the T51 power armor.

Had this idea for quite a long time now, finally got around to throwing something together.
Takes the default texture for the T51 power armor and adds a 'STATE POLICE' text piece on the front and the Massachusetts State Police symbol on the shoulders.
Recommend using it with this:
