Out of curiosity, where are you getting that T-45 Power Armor was available to civilians? I'm not seeing a reference in either of the wikis, and I've never seen that in-game, so it'd be interesting to learn something new.

It was available for domestic and commercial use. That means private companies and civilians had access to it.
Considering that in the Fallout Universe, a lot of Major Companies were either tied in with the Military or other companies like Vault Tec that had free passes to do what they wanted as long as it fell in line of defending the US.It is not hard to think that some of those companies doing research for the military or other matters would have security in T-45 armor. Some of the concept art for F3/NV/F4 even shows before the war their were soldiers in and out of power armor stationed at some of the companies directly tied to the government.
Yeah, but that doesn't mean the military wasn't still using the T-45. Especially in smaller units and less important divisions, heck I know army bases that are still using 20 year old equipment. Sure there's newer stuff, but upgrading is expensive and if the location is a low priority... well, the old suit worked well enough. Why change it?
Not to mention given the emergency situation I imagine they were calling up all their reserves so they probably also took all the older suits out of storage to field more troops. Thus I can believe that there was a T-45 on the museum roof just fine, the guy piloting it was probably just at the back of the line and so missed out on the nicer suit.

But he crashed there as the bombs were dropping. A vital city, the birthplace of the revolution out of which the United States was formed, was under attack. Plus, it's a northernmost state which is significant. Chinese forces invaded Alaska and started making their way down through Canada to invade the US. All states that border Canada would be vital combat theaters to keep enemy forces from advancing. I find it hard to believe that a soldier airdropping into a vital area at the tail-end of the war would still be equipped with outdated armor.
Lol dude. It was martial law, not defending from Chinese invasion. Do you know how far away Alaska is from Boston? And they were pushed out of Alaska anyways. A bunch of lower priority forces keeping order in the midst of domestic unrest and economic turmoil would be running older armor. T45 was in all respects a military armor, civilian applications would be very very rare. Nowhere where civilians would every be donning power armor at all in Boston comes to mind. The "war" was the 10 hour or so nuclear exchange. Before that I believe it was a period of high tension but peace regardless, following operations in Alaska and the Gobi against China. If civilians were usong Power Armor, wouldn't we find Power Armor in civilian locations? I can only remember finding them in proximity to military positions or vehicles. T-45 was the first military Power Armor to be rolled out. Period. Just because new models came doesn't mean they weren't pushed down to lower-priority units. You've read a few wiki articles apparently but I'm not sure you really understand how things worked in Fallout lore and how things work in the real world.
As previously stated and mentioned in the lore and in the Fallout wiki, civilians had access to t-45 power armor. Going back to the soldier on the rooftop of the museum, he was a legitimate soldier, not some anarchist or rebel. And where exactly did you read about martial law?
T-60 could also be the Brotherhood of Steel's advancement of the T-45 from reverse engineering the Advanced Power Armor MK. II from the Enclave, which would explain why they have similar designs. Would make sense considering that the BoS would've salvaged any tech they could get from the mobile base crawler wreckage (a stupid idea to wreck it with satellite missiles instead of taking it for themselves and reverse engineering all of their tech). The X-01 has no reason to appear anywhere, as it's was developed by the Enclave after the Great War and after the bombs dropped. It was never released by the military right before the bombs, as it would conflict with the lore of the original Advanced Power Armor's development on the Enclave oil rig (which had a lot of failures and casualties from testing various prototype models). Then again, it's Bethesda and they're known for butchering and shoe-horning their own things in because they own the franchise.
I almost never never use power armor. When I guy in pajamas runs up with a baseball bat and staggers a BOS in T60, the armor is an absolute joke. I have seen this happen over and over. Surly there is a way to put the POW in power armor, and make it something besides the tinfoil joke it is.
I dont think you are looking at it correctly. Yes IRL it's stupid it gets staggered, but that's a game engine issue not the armor it's self.
I know large robots like sentry bots are immune to stagger, and a perk let's you stagger all but large enemies, so I'm sure it would have been possible to make power armor only staggered by larger enemies.
but then again alot about this game cries half finineshed much like mgsv
