Guys the mod developer doesn't have anything to do with the rifle, he just made the chinese assault rifle (made by bethesda but cut from the game) available, its not his gun...

Actually from what I can tell you can just take an older fallout weapon mod ( maybe an assault rifle) and apply the meshes which already have textures applied to them, then replace the current assault rifle with the new ones model, it'll still function the same and have the same animations, but it will look nicer. You might have to break down the parts into weapon modifications though... but that seems like an easy thing to do by looking at it in nifscope. I'm not all that great with modding using FO4Edit though lol.
Even then the meshes are actually different - you're talking about using a mesh designed for Gamebryo to be used in a reworked Creation Engine. As far as I know they've added extra tidbits that would prevent Gamebryo meshes from working correctly in the version of Creation Engine used in FO4.

You can't port from fo3 into fo4 because fo3 is a different intellectual property from fo4. Not everyone who owns fo4 owns fo3, and it would be giving them assets from a game they don't own. It may sound weird, but its the same reason you cant port directly between skyrim and fo. Both made by the same company, but different IP's.
Someone could make make a mesh from scratch though and texture it, and it would be fine. And I guarantee someone will by the time the geck has been out for a while.
As Winddelay said, it was even illegal to port stuff from 3 to NV and vice-versa. Say if you wanted the Elite Ranger Set in 3 you had to manually extract the textures NV yourself and apply them. A mod creator cannot rip textures from another game without express consent from the Intellectual property owner. Some, like CDP-Red will allow it, in the case of some mods for Skyrim allowing content to be ripped and ported. Mods are covered by fair use so long as they do not use assets of a copy-righted material without consent.
Will be really cool when someone fixes this baby up. Also I'd really like the R-91 Assault Rifle (the one from fallout 3) back even if it was just a port with upgraded textures.
I always did love that rifle, unfortunately they can't just bring it in from 3. We may have it in a future DLC as this game does have cut content that seems strange to not have (weapon mods like flashlights were planned, weapons like the Chinese Assault Rifle, concept creations like the Centaurs, and I believe even unused fully created meshes). The way the game is now is sorta like everything they have is a base, which can be worked into adding newer things "easier" (like how we technically have everything necessary for flashlights in Fallout 4 which was previously fairly difficult to make in F3 and F:NV).
Why would Bethesda cut content like this from the game, but leave the pieces lying around? The Chinese assault rifle was one of my favorite guns in F3.
