I have included the removal of the Powers Strength cap if you are above 10 Str but did not change how the PA works if you are under 10 Strength.
In otherwords you get 11 Str when under 10 strength normally but If you are over it will now provide a +1 no matter what; instead of capping the Str at 11.

Please note that I did not change how PA works in regards to how it ignors gear you had on before getting in the PA.
I thought about changing that but but I like balance and already find gear giving you stat bonuses unreal but this is a game so I can ignore that. but at least the PW now give you the +1 Str bonus when ever possible if you have a Str above 10
