Love the whole description lol and 2 references, Allthough you do know the vault suits were made before the nuclear holocaust right lol, they were made to basically make sure that people were assigned to the proper vaults and have something to wear in proper unison lol. They didn't expect to all be killed anyways haha Or for someone to go out into the world before it had been rebuilt, hence why they are, were useless.

Factually speaking, a gas mask would not really protect anyone from 'radiation'. It may protect from radioactive contamination, but that's it. And 100 rad resistance on the suit? Isn't that a bit cheaty?
The vault suit isn't meant to be used on it's own to begin with, it's normal that it's weak alone. That's its main advantage in the base game over other clothes. You can wear armor over it. And you can (I think) use ballistic weaving on it. So it's far from useless. I feel this mod would go better under cheat, but that's me.
