I figured it out myself. open the console and type "help jetpack 4" then scroll till you see "ARMO: (code used here) 'Ring of Jetpack Ability' " for me the code was 03000800 but the xx000800 in the description is there because it depends from person to person. I hope you check back here and reading this helps you, I had a similar issue with Skyrim modding a while back and got better at it from learning the console. Hope this helps and have fun.
