NO to scrapall.. that breaks precombines almost as bad as the scrap everything mod... I use MS Raze my Settlement F4SE https://www.nexusmods.com/fallout4/mods/80428 and Clean my Settlement Redux https://www.nexusmods.com/fallout4/mods/58757 These are far and away the SAFEST settlement cleaning mods that only take less than 5 minutes to clean an entire settlement.
I have finally figured out how to make this work. Transfer Settlements (as of today) needs F4SE version 0.6.20 to work (the current is 0.6.21, which does not work with Transfer Settlements) Next: ONLY use in-game holotape, I had used interface with that you can see on settlement workshop and could not find a way to make that work properly. Clarification; you do want folders named "1", "2", "3" to store individual blueprints in, those numbered folders are used as "slots". Transfer Settlements page has some good instructions, and I needed those instructions to make this work. Often things are intuitive enough to just "wing it", not with this for me. I hope this helps.
I think you'r Covenant Walls may not be working any longer. This last up date may have done something, all my settlement walls have disappeared (also some of my beds?). I liked the walls so used them in my other settlements too. I tried to do the Transfer again but they did no show up. I looked at where they where in menu and they are no longer there. But I found them in the Homemaker, which was not where I built them from. I had to fix a lot of mods after the last update so I don't have a clue where the conflict could be. And Snappable Covenant Walls.esp 1.0 was still in my mod list. Any suggestion would be helpful. Otherwise i am going to have to spend a week just putting walls back up. Or I may just start this play-through over, I'm not sure which would be easer.
Wish there was a patch for this and Homemaker as it's by the same author and has the same snappable Covenant walls included in it. Not sure what would happen if I install both Homemaker and Snappable Covenant walls. The best case is that it'd just be redundant, the worst case... who knows? May give it a go anyway as I can't be asked to spend hours and hours and hours and... effing hours tediously placing the walls around the settlement myself.
BEST MODULE/BLUEPRINT for any build to start with. Others have junk walls and stuff so I love yours and YES THEY DO WORK! But you need settlement keyword expanded for the walls to show up in the workshop menus.
FYI, the description says this does not require any DLC, but when you view the blueprint it says Far Harbor is required as well as on the popup message after importing is done.
Yeah, ignore those messages, I think I have a part clipped into something somewhere but this will disappear when you import the walls and don't have Far Harbor. I can't find the parts in question, so I think they clipped inside the diner somewhere.
This is gonna save me so much time. hopefully, more settlements will be done. The only problem I've seen is the folder file structure. right now they can't be isntalled with a mod manager.
Hmpf... I will check, maybe I uploaded the wrong export. BRB
New files just uploaded, only Far Harbor pops up but just ignore that if you don't have it. I think I missed a wood pillar somewhere or it is clipped into something. No buildings or anything to mess with your settlement.

Any suggestions on which settlements you want to see first?
"Thematic and Practical.esp",
"WWE.esp",
"WaterTowers.esp",
"WorkshopRelay.esp",
"Snappable Covenant Walls.esp",
"Fusebox Generator.esp",
"CompactCrafting.esp",
"SymbioticSettlements.esp",
"DLCCoast.esm",
"TurretStands.esp",
"SelectMarkMacTurret.esp"
All fo these are listed as required. it looks like a few buildings are built.
