Giant Pyramid in the middle of Spectacle Island. A minimal vanilla build. No mods needed (except for the DLCs) . All requirements met.

Features:
* Giant Pyramid right in the middle of Spectacle Island that goes 2 floors above the height limit due to a carefully placed elevator.
* Fairly minimal build where connecting power is not hard. Even the elevators can be connected without too much trouble.
* Candles near every single wild crop (e.g. Wild Mutfruit) on the island
* All basic (and nonbasic) requirements are met: Water, Gym, Radiation Arc, Bedding, Workbenches, Stores, Seating, Entertainment, Defense, Power, Food, Brahmin Trough, Scrap stations, Nuka Radio, Settler Radio, Siren connected to Fireworks, Town Hall bell, Lighting, Fast Travel mat, Storage. I'm not sure about food and brahmin food but everything else is definitely there.
Negatives:
* Was built as a Raider outpost, so, some parts have a raider look and feel and some raider stores and a still, etc. Will still function very well as regular settlement, though. There are regular stores as well as raider stores.
* Not enough food
* Not enough lighting
* Not the prettiest build there is. It's a strong foundation that has all the basics, but hasn't been decorated too much yet.
Installation

It's sitting in slot 10 but you can rename the folder to any other slot. The install instructions are exactly the same as those for all other Transfer Settlements blueprints. Extract the folder called "10" to the correct Transfer Settlements folder and Import using the transfer settlements holotape once you're in the game.
Instead of throwing more boilerplate at you, let me give you some install instructions specific to this build.
* Once you've connected the power to the elevators and everything else, you might have to fast travel out and come back in to get them to work.
* The elevators have extra conduit pieces on them so as to make wiring them easier. The original plan was to use the elevators to carry power between floors.
* You might have to increase the settlement build limit using 'setav 349 20000000' and 'setav 34B 20000' on the workbench (or something similar).
* If you want a superclean settlement and don't care about the wild crops, do a 'scrapall' console command before the import. The mirelurk signal emitter/power plant on boat were also exported along with the rest of the settlement and can be had if you enable 'import original items'. If you don't do scrapall, you might have to go around scrapping some trees on the island, etc, but its not too bad and the island's original items rarely clash with what I've built.
