Sorry, I'm not sure. I haven't even played the game in over two years. As I recall, I made some small changes, added a few things here and there but I didn't remove anything except trash and rubble objects.
THANK YOU. I noticed all the trash on the steps, and I couldn't help but think "ok, is everyone in this town this lazy? This does NOT give a good impression to visitors." It has been bothering me for a while, now it can be fixed.
Does this mod place stuff in the area where Elianora's Outfield Retreat is located? http://www.nexusmods.com/fallout4/mods/19184/? (To the left of the water reserve.)
Generally, IDCO removes trash and debris and occasionally replaces some items with better ones. I try to avoid adding anything to keep it close to vanilla.
I have another mod to clean up the commonwealth. It improves every interior cell in the game, not including any of the DLC's.
I hate how Bethesda goes bananas with trash and rubble objects everywhere, especially where it doesn't make any sense. If you look at my overhaul mod for Fallout 3 then you'll know what I'm talking about. For example, seeing a pile of rubble someplace where the walls and ceiling are completely intact. Where did that rubble come from? It breaks immersion and annoys the hell out of me. I'll be editing the interior cells to remove or rearrange rubble and trash piles so it looks more realistic. On occasion, I replace items with better ones where it seems to fit better while keeping things lore-friendly and close to vanilla.
Oh thank the makers I found you. I totally agree. Some areas like Diamond City should not look like everyone is running around with a junk jet on auto. Appreciate this and glad I found you. Once i get this one I am off to get your Immersive Commonwealth one.

You intend to do the same with other inhabited places?
