Actually it was developed in 2077 and we see a soldier wearing some T-60 in the intro, therefore it's correct for the era. Just because it's used by the Brotherhood doesn't mean they made it. Them being overused by the Brotherhood is the main lore issue but them being used by emergency troops just before the bombs fell isn't really an issue.
In the past games however T-60 never existed. Originally lore-wise they only made up to T-51 in 2077. In FO4 Bethesda decided that they wanted to retcon this T-60, so now we're supposed to believe that it was made in 2077 and everyone just forgot about it until the events of FO4. A lot of people are upset with that change, especially when a small tweak like this gives a perfectly plausible way for the T-60 to come into existance.
In Fallout 3, it was made pretty clear that the cutting edge in 2077 was the T-51, which was why the only way you could get it was by prying it out of certain highly sensitive military complexes. It's very logical that the Brotherhood would have adapted Enclave APA-2 improvements into an upgraded version of the T-51.
It's true the T-60 doesn't "correspond" with established lore but in terms of Fallout 4 as a standalone game, its correct for it's standalone lore. But I can understand why people are annoyed by the change, I guess its like movie prequels though, if the Star Wars prequels looked olderthan the originals with less "cool" looking technology, it would make sense in the lore but wouldn't have been a success in real life so unfortunately when games become big business, they have to add in new "cool stuff" to appeal to new people.
It makes sort of sense (the loading screen of the T-51b tells us that it was the best they had before the Great War, contradicting the T-60) when looking at just Fallout 4, but I have played all Fallouts and am very lore-minded. Thus, this mod.
I always felt they should have made it such that the T-60 was a derivative of the T-45, with the -45 being an early limited production model and the T-60 was what they built after taking what they learned from the -45 and -51. And not necessarily as strong as the -51 but a viable mass production model without the -45's deficiencies.
Sort of like what the FH Phantom was to the F2H Banshee.
I always thought the T-60 was should have ether been a Post War model, or something that was still in R& stage/ Military Trails.
Because it looks so similar to the T-45, I would have accepted it as an experimental upgrade kit to older T-45 sets - Kinda reminiscent to Tanks. Early WWII tanks would get larger and better guns as that war went on. (Its cheaper to upgrade a tank's armor and gun, then to scrap old ones, and retrain your crews to operate new models. The same would probably apply to Power Armor) That explanation would also have fit perfectly for why the Brotherhood of Steel doesn't use T-45 anymore. They found/made upgrade kits and upgraded all their T-45s!
In this case Bethesda didn't add something new, they changed what already exist, both with T-60 and Jet being pre-war what we know they're not as it was shown in all games before that T51b was the last and most advanced set of Power Armor during the war and Jet being literally brahmin s#*!, that didn't exist before the bombs (Also we kind meet its "inventor" in Fallout 2).
From what i'm starting to find t-60 was like a mass produced upgrade of the t-45 which was becoming outdated in the push into china... so i would think the t-51 would still be better ,but I would think by now the eastern brotherhood would be using repainted X-02 and x-03 by now.
Maybe the T-60 never saw on the combat field on Anchorage, but it's probaly a upgrade version of T-45, small suit's were made, but when the Great War start, they stopped the production, the Enclave on East Coast minded to use the T-60, but however. the see that they have better option's such as the X-02. a modified Model of X-01 Mk II Advanced used by the enclave on West Coast.
Judging from the Material and general "shape" of the t-51 suits and t-60 suits, I would guess that t-51 suits are probably overall better then t-60 in terms of balance between mobility and protection but costs several times more and longer to make due to the shape and its armor materials... nevermind the difficulty of actually maintaining it in the field if too far from a supply base, with its protection becoming compromised very quickly without the speshul and super expensive poly laminate composite armor plates to exchange out, making it suitable for paradropping into enemy territory only on paper due to its weight and mobility... but fell very short in terms of long term operation.
In comparison, t-60 suits are essentially just updated and up armored t-45 suits made with cheaper and heavier steel armor, trading mobility in exchange for increased protection on top of being only slightly more expensive then the t-45 to quickly field and probably only requiring minimal personnel or just the operator to be able to repair the armor to a certain degree with even slapped on salvaged communist armor plates, as opposed to requiring a maintenance crew to be able to repair a suit of t-51 in any reasonable timeframe.
They were probably in the middle of retooling all the old t-45 production lines and ramping up production, only seeing limited domestic use before the bombs dropped. And I suppose the eastern brotherhood just happened to found where they were stockpiling the suits.
Im not well versed in guns but I supposed it's something like t-45 = AKM t-51 = AN-94 t-60 = AK-12
But its not like any of the above translates into the game so as far as the player is concerned, t60 is just better then t51.
Out of curiosity, what's the current headcanon for why a bunch of nobodies. (Atom Cats Included) have the T-60? Was there a giant factory in the middle of nowhere with security systems that just failed for some reason and so then The Commonwealth ended up taking it all?
I do love what this mod does (And I wish there were similar fixes for annoying lorebreaks like Pre-War Jet). I just wanted to know how I could keep this patch to the lore consistent with what Bethesda did, in a seamless way.

Actually no... The T-60 looks like a beefed up T-45. It doesn't have the same functionality as T-51, but it is better regarding protection.

This changes the background of the T-60 Power Armor. It is now made by the Brotherhood of Steel after defeating the Enclave.

I'd go back and give the Atom Cats the T-60 but I don't really care for Fallout 4 anymore.
