I have updated the 'Complete' version with Transfer Settlements 1.41. Sorry, I do not have time currently to do both versions. If you do not want the turrets and stores you can just scrap them.
Hello! You say 'vanilla' to all your but truth is its actually modded with sprint clean and stuff. Now if this is true vanilla in your head i wonder how the modded version would look like. Yea.. that's right! even more modded. If you really want to stay with vanilla you use what the game has to offer and not use spring cleaning!

As to your question... I know very few players of Fallout 4 that do not use some sort of mod to clean up the game world. Simply because we can not believe that the human race have become such pigs as to wallow in their own refuse day after day... not since the Dark Ages.I made an assumption that most people use some sort of similar mod. If you do not use such a mod the blueprints will still work.
'Vanilla' in my understanding is using the original tools, staying within the original game settlement budget and using only those items found in the original game. Have you posted similar remarks to those people claiming to have a 'Vanilla' blueprint that is larger than Goodneighbour and requiring multiple DLCs? I doubt it...
