Yes..It still works right from the get go soon as you get out of the vault.Pretty much on everything..Except the Railtoad settings from the start.You need a newer mod for that like the Game Configuration Menu, or just add set RailroadClothingArmorModAvailable to 1
there are various mods that allow you to gain ballistic weave without going any were near the Railroad. just type ballistic weave into the nexus mods search tab.
I hope this hasn't been asked already, but since dog armors are specifically mentioned, would that include the K9 Tactical Harness from the mod of the same name? I just adore that armor for Dogmeat and making it even better highly appeals.
I was always wondering why the ballistic weave can't be applied to all clothing/underarmor sets. In game balance? Do not think so, since there are vanilla armors that could be upgraded to 160 DR (which is a lot, if you ask me). Realism/immersion? Not likely, considering that you can upgrade your bathrobe... So why on earth can't I turn my vault suit or BOS uniform into appropriately badass piece of clothing? Luckyly we have a mod to adress that issue. Many thanks for it! BTW, I was pleasantly surprised when the mod appeared to be working with CROSS Uni BoS Unifrom.
Given that is a custom item, it would be up to that mod dev to include it, not this one. This one only handles vanilla stock items. Additionally, it seems nothing further with the mod has been done since December (though, to be fair, nothing has needed to be done really).
If this gets updated for Far Harbor, will likely set the bar, since then we will likely see new clothing items appear for this to matter.

If you , decided to not go the rail road bit, on one play thru,. you miss out on the weave with this still ?
Still hasn't been answered, so I'll be checking cheat menu to see if I can give myself the RR perk , so I can use this ..... this play thru
Found a console command people can use if they dont go with railroad
