My question too. Answer: It doesn't. (But the game won't load without it.) Looks like just an error.
You can fix it in FO4Edit by right-clicking the mod on the left column, and selecting "Clean Masters" from the pop up menu. Then save, and make sure you've got the new .esp in the right place.
To open it in FO4Edit, you'll need to have Functional Displays loaded first (which presumably you don't). Or, you can just create a blank text file named "FunctionalDisplays.esp" and install it like a real mod. It'll trick FO4Edit into loading. Delete the dummy .esp when you're done.
(Although, while you're at it you might as well just switch the 5 to a 1 in the original mod, and avoid needing the extra .esp.) (And, why isn't this an .esp replacer?)
I liked CoC, but I had to stop using it because of the Dead Raider bug. That was so long ago, I'd forgotten about CoC entirely. Now I'll give it another try. Thanks!
Thank you especially for explaining what caused the bug. I didn't know that was how LLists worked. I customized CoC to remove all the "magic" ammo (just a matter of taste), but I couldn't fix the all-already-dead-raiders-have-crosbows problem.
