Myrna at DC Surplus now sells Crafting Perk Magazines, but she doesn't sell them cheap. They cost a base price of 500 caps each. There are 15 magazines in total, and they consist of - 

Armorer 1-4
Blacksmith 1-3
Gun Nut 1-4
Science! 1-4

Added an optional file that has Myrna selling the Local Leader perk books too. It contains all the other perk books, so choose one or the other, not both.

INSTALLATION: Just use NMM, or drop the esp into your data folder. Last in load order. Doesn't conflict with anything.
