Hopefully this works well for everyone else. I just recently started replaying Fallout 4 so this is my first time with 1.9. But I noticed the bug was still in the vanilla game. This patch I made for myself last year still seems to work, so I'm sharing it.

FYI: I discovered another vanilla bug that occurred after "Hole in the Wall" (I swear it worked last year). But it is fully fixed as of 0.3. See the changelog and/or description for details.

I've heard this bug exists on consoles as well so if someone wants to port it to Bethesda.net, that's great. I won't do it myself because I have no way of testing on consoles.

I honestly am not sure selling fertilizer to Penske is worth it. Bags of fertilizer are the only source for that ingredient. One bag can be used to produce two jet inhalers which have a base value of 50 caps a piece, so you might make more money that way. It just bugged me that this quest was still not fixed.

I found that if you bother her with only "Fertilizer" in your inventory she won't respond, but units of "Bag of Fertilizer" triggers the conversation like normal when you're in range.

The way I did it was installing this mod, reverting to a save before entering the lower vault, taking Austin's tour, eating Penske's mutfruit, then bothering her for the turn-in.

I even tested it by spawning 1 bottle into my inventory and she didn't seem interested, but was when I spawned a bag, then the dialogue started up properly.

So if you're offering bottles, and not getting caps even with this mod installed, there's your solution, she wants bags. Idk why she doesn't take both.

Sadly, this does not work at the time of writing. Despite every effort to work out what is wrong, sleeping/waiting days, fast travelling away and back, console codes, etc etc, I just cannot make it work. I just keep getting repeat generic dialogues about her seeds or her tools are missing. Eventually, I ended up having to remove 425 Fertilizer from my inventory, and manually add the 10,625 Bottlecaps via console commands.

I'm having a problem where I've installed the mod and it just doesn't work. Penske just keeps giving me random dialogue.

Please look at the description. My guess is either one of the following two applies.

      1) You encountered the bug before applying this mod and didn't wait long enough in another cell to allow Penske's dialogue to reset.

      2) You have the Unofficial Patch loaded after my mod, which as I stated attempts to fix this bug but does so incorrectly. It will override my fix. If my fix is loaded further down your load order it absolutely does work.

Assuming you are referring to UFO4P, then yes. As stated in the description, the Unofficial Patch did not (and possibly still does not; I'm looking into it) fix this bug. So if my mod comes before UFO4P, then it won't work as intended. They tried to fix it but they made some mistakes. I basically fixed their incorrect fix.

    Necro posting for the win!!!!

This mod didn't resolve the issue for me. This may be because the bug had already manifested in my save.

    Just a thought...
Make sure you're using the bag of fertilizer, not the bottle. The fertilizer bottle does not seem to work for the quest (even using the console trick below).

So, what worked for me goes something like this:

(You will need access to the console, so if on a survival run, you will need to drop your difficulty down for 5 minutes, or will need to run a mod that allows the console)

(Do not actually use any quotes when typing commands in the console. They are used for clarity only.)

    1. open the console (~ on US kybds)
    2. type "player.additem 5a0d9 x" (where "x" is the number of bags of fertilizer you want)
    3. tap <enter>
    4. type "prid 2a826"
    5. tap <enter> to highlight Dr. Penske
    6. type "openactorcontainer 1"
    7. tap <enter> to open trade window with Dr. Penske
    8. trade one bag of fertilizer to her
    9. close the trade window
    10. Speak to Dr. Penske, she should now offer you the option to sell her fertilizer.

As I said, this is what worked for me. YMMV/SAR/BNI.
    Good hunt.

True. This likely won't work if you have already encountered the bug. Perhaps if you stayed away from that cell for a week in-game, it would reset and work. At least it did for me.

    @ DeJuanNOnley

Cant you change anything in the script so that we at least get 100 caps when selling the bag of fertilizer to Dr.Pensky, the same ammount you will get for selling 2 jet inhalors that you can craft with 1 bag of fertilizer?

    Keep up the good work!

I tried to stay true to the original quest. All this does is restore the quest as it was originally intended. As I believe I stated in the description, it is probably not all that profitable to turn fertilizer in to Pensky to begin with. Of course, there are so many ways to make caps in this game it is ridiculous. Unlike previous Fallout games, I don't think I've ever once run into a situation where I didn't have enough caps to buy whatever I needed.
