If you are seeing untranslated strings in MCM prefixed with dollar signs e.g. $MCM_Config, you need to enable loose file loading so that MCM can load its translation files.
Follow the steps listed on this page, under the "How To Enable Fallout 4 Mods > How to enable modding" section.
VORTEX user, make sure you can launch the f4se_loader.exe from the game installation folder beforehand! If the game is not open, Mod Config won't appear on the menu list. Yes, other mods can still work well simply by running directly from Vortex. But, MCM mod does not count

<edited and updated> managed to get it working, downloaded and installed "Mod Configuration Menu 1.40 BETA 2" from the updates tab, via vortex, the notification thing told me 1.39 was redundant, and to disable it.
then used LOOT to make sure the load order was correct, booted up the game using the f4se loader, loaded a game that i been using for mod tests and it the mcm shows up at the top of the options.
Hi Guys, Is there a console command to reset the MCM? I have done something dumb and everytime I try to open the MCM it locks up and my game stops responding.
Maybe this will help: MCM wouldn't work through Mod Organizer 2 (MO2) installation, only manual installation through unzipping MCM in game folder made it work. MCM 1.40 BETA + Fallout 4 1.10.984.0 + MO2 2.5.0.0.

If F4SE is configured correctly, other mods work fine but MCM isn't showing up try the following:
In MO2, the F4SE launcher (top right of the UI by the big "Run" button) has a little drop-down arrow beside it. Click it, then select <Edit...> to open a new window (Modify Executables). Make sure F4SE is highlighted on the left, and on the right you will see an entry for Arguments. Enter -forcesteamloader in the box, click Apply then launch the game and see if MCM works now.
Hope the MA strongly considers adding this small but crucial bit of info to the mod description - a truly infuriating problem I would've never solved without QviPipe's OP.
Hello, Game version: 1.10.984 with MCM beta. The MCM shows in setting correctly. However it seems that some configuration in MCM changes not work? Anybody like me have the same issue?
Did you ever figure it out? Not a single one of my mods are appearing in my mod menu. Also in the "installed" part of the escape menu I just get "LOOKUP FAILED!" message as well
Just like I mentioned above. For the mod settings you want to appear in the menu, you must download the MCM Settings Menu that is specific to the mod you want to see.
No matter what I do. I cannot get this menu to show my mods.
I'm on the newest version of fallout. I have the BETA 2 installed. F4SE is installed and working correctly. MCM is showing in my pause menu, I can open it. It just will not show any mods to configure.
I've tried complete wipe and reinstall of game, dlcs, mods, and even went into the MCM directory and generating the settings folder manually as well as creating the necessary .INI files that correspond with the mods to see if I could get it appear in game. NOTHING.
I'm using vortex for modding, tried manual and automated installations on fresh installs and just can't get it. Any help would be appreciated!
EDIT** To add that I am launching through F4se.loader.exe and not just regular launcher
A misconception that I had at the beginning is that it will automatically show you the settings for the mods you have installed which is not correct. For the mods you want to see you must search and download an MCM Settings Menu for that specific mod. This happens some of the time, other times it may appear automatically

I've reinstalled the MCM and cleared my F4SE folder.
