Suffice to say whomever did the weapons "Balancing" at Bethesda for FO4, has no freaking idea how real and mad science weapons do work and should theoretically work. Of which Gatling Lasers that require "a moment to spin up" is defiantly among the more head-slap worthy!
A lot of people seem to forget that game devs need to look less into "realism" and more into what feels good/is satisfying. When you think of a Gatling gun, you think of spinning barrels and the slow but fear-inducing startup, followed by a barrage of bullets (or, in this case, lasers). The spin-up is part of what makes it feel like a Gatling gun, realistic or not.
I don't know why Bethesda in general seems to get flak for these sorts of things. The whole "lasers with recoil" thing is a big part of it. Even though it's evident that the AER laser rifles have moving parts, people still give them flak for it. Okay, but what about other franchises that have been doing it (Star Wars, Halo, etc.)?
I dunno, I'm going on a bit of tangent. In conclusion, spinning up Gatling Laser = good
The Gatling already OP with its spin up time lol I did download and give it a try, I just killed everything already easy to kill in Survival Mode lol. I don't care about realistic just simple as "it's a game, damn it." lol There are no games if everything need to base from real life...
