Sorry but no. For close to mid range using the hip fire accuracy perk does help a lot however, for balancing issues, I don't think the minigun was ever intended to be accurate at long range.

Miniguns have negligible "spin up". For conversational purposes they might as well be considered to have none. Here is a cool YouTube video by "Forgotten Weapons" where they are field testing the M134. Regarding your other laser Gatling mod, I see no reason why it would need to "spin up" beyond nerfing the gun to balance out the game. Again, well done.
I do agree that modern miniguns barely have any spin-up and I believe the reason most people think it has a long(a few seconds) spin up is because most videos online show it firing in slow motion where the "spin up firing delay" is more noticeable. I noticed it during an episode of "Mythbusters" where they used an M134D minigun to cut down a tree. Now that's how a minigun should act.
I'm actually thinking of making a mod that alters the damage of a minigun to make it the ballistic equivalent of the Gatling laser in addition to removing the spin up. I think it would still be Lore-Friendly because we already have a similar weapon equivalence with the in-game Assault and Laser Rifle, damage wise .

Why the game developers had not given the minigun real mechanics in the first place is beyond me.
