Awesome idea. I had similar thoughts about the use and non-use of ballistic weave that you had. Why some articles of clothing had it while others didn't. I always used power armor but recently I have been staying away from it so I can try other armors. I will be using this mod all the time. Thanks mate.
It would need a patch adding/replacing keyword mod associations and attach parents to each of the armor additions of the mod. For example in the creation kit with the brown hat. Under Keywords remove ma_Railroad_ClothingArmor if it exists, then add ma_Railroad_ClothingHat. Then under Attach Parent Slots remove ap_Railroad_ClothingArmor, and add ap_Railroad_ClothingHat. For clothing pieces, it would instead be the addition of ClothingArmor, ClothingArms, and ClothingLegs where applicable. If you want, I can make this patch.
