Unfortunately it doesn't work for all underarmour, but does bizarrely work on hats XP I'm looking into adding the mods to other items, but deciphering the armour attributes in FalloutSnip is a bit of a pain, since there's no compare function in FalloutSkip, sadly.
Ballistic weave is not intended to be used on EVERY piece of gear in vanilla.
If you want ballistic weave on all outfits/under armor/hats (obviously not combat armor and the like), then you can give Armorsmith a try, it does exactly that and much more.
Opening up the bat file I see a "set" command. I'm used to setav and so on, but not set. And usually the setting is bSomething or iOther. In this case there is no type prefix. Can you explain what the set command is going?
It's a quest indicator variable that tells the game if you've unlocked this modding ability yet, and since it only ever changes at that one point, it's safe to set it to 1 as nothing relies on it being 0. So you can get clothing modding sooner than halfway through the game XP

That's only because Bethesda went back to Damage Resistance instead of Damage Threshold, though would have been awesome to be entirely immune to small arms fire in Power Armour XP

WOO Seems to work on a bunch of outfits. Does it reset on save/load? I'm equipping settlers >.>
Every time I try to equip one dude (T) the game CTD no error message. (may not be your end, i started getting CTD today 1st time ever... maybe another mod :'( )
EDIT: Seems to be if you try and swap same armored clothing = crash (I was checking if his outfit was armored by putting same armored outfit, but he was already armored)
That's a very strange problem that I haven't encountered, but I haven't had enough ballistic fibers to make more than one set of clothes ingame (Yay for crafting ignoring god mode XP), so I hadn't tried equipping settlers/companions with it. I'll give it a try later.
It will reset if you load an earlier save, as it relies on changing a flag that your save tracks, so it will carry over if you save later.
May be a problem with how effects are applied to NPCs, since the armour is from a mod exclusively it could break something, but that's on Bethesda's end. I noticed how the Chameleon armour pieces didn't apply the stealthboy effect to companions for example.

EDIT Does not work on baseball caps, so uh what hats do it work on? Doesn't work on assault gasmask or dirty/army helmet.
