I just moved all the modifiers from rifleman/commando/heavy gunner to gunslinger do that at level 5, the game acts like you have 5 perks in the relevant skill tree (i.e. double damage). If you want to stack the normal perk on top of that you'll end up doing 4x the damage.
For example, a Gauss rifle with no perks and no mods does 115 base damage. With 5 ranks of gunslinger/rifleman it does 230 base damage (max available in vanilla). If you decide to get both rifleman and gunslinger the base damage will be 460, so its up to yourself to regulate how OP you make yourself.
I tried the mod just now on a new game, and eventually went to sanctuary to kill houseflies with a modified 44. having 2000 .44 rounds, with a fully loaded gun, The VATS kept telling me I was missing required ammo, but the gun works without using vats. I hope to know more in a bit. I'll uninstall your mod and hope jumping back one or two saves will help.
