The Vanilla Region "DLC03LODRegion" (FormID xx03b3ee, where xx is the LO-Index of DLC03Coast.esm) contains additional weather entries, which made the mod sometimes not work as intended. The fix is to copy this Form as override into the mod and edit the weathers as well. Mine now looks like this:
Stopped working for me after a while - tried checking mod order, disabling mod, then remove/reinstall. I had to start setting the weather myself with console. Wanted to like this, just stopped working!
For anyone coming here in 2020, this mod works fine. I am not sure what weather overhaul people are running that is incompatible, but i have vanilla weathers and "darker nights" https://www.nexusmods.com/fallout4/mods/191 running. There seems to be no problem. And now far harbor runs fine even with an NPC spawn mod enabled.
All this does is modify the climate weather entries for Far Harbor Weather, and remove the "fog objects" present all over Far Harbor. National visitors center only becomes available when doing Mitch the Bartender's Quest.

In Commonwealth i increase fog distance and...fps little drop.
but at least removes rad fog. :)

The Problem is, the latest version of NAC now uses an .esm file instead of an .esp.
An update for the latest NAC would be very much appreciated, Chinamann.
