I like this one, as you said most of the other Idiot Savant mods only invert the math but this one just adds a flat bonus.
Don't know if you're still modding for FO4 but if so would you consider changing the flat +5% with with a +LUCK% increase? I think it'd make the perk as a whole more immersive while still keeping it on theme.
