Speaking from a scientific point of view,
shouldn't the fusion cores have more charge?
I mean the cores are supposed to draw power from fusion, which you can't really jump start so they have to be close to fusion temprature at all times.
this in turn would slowly deplete the cores, but if you wish to talk about balance just lower the chances of them spawning just with higher charge.

The kindest regards from a interested shitlord.

The lower charges simulate partially depleted cores from use by others before you. There are third and half charge cores as well as full 100% cores out there. They are just more rare.

you should try "configurable fusion core drain"
there are options for what you feel is enough, cos i think they drain like the batteries in my phone... i mean its a FUSION CORE.

another mod which is nice is "fusion core recharger"
you can use nuclear material to recharge them

just some suggestions, since i wanted to find an immersive solution for myself
( i hate when i clear one location and use 2 cores in the process. power armor isnt that op or even that inefficient cos it was designed to fight and win wars)

in the end of the day everyone has to decide himself whats immersive right?

@lolbertz Agreed, and this is especially good for FROST, and extra-especially good from a scientific point of view, @justhereforthemodsright; scientifically, you are correct, a fusion core would be siphoning a portion of it's own energy output to keep itself in a state capable of fusion at all, and thus over time would self-deplete; but in FROST's lore, mere years after the bombs fell, they'll have had next to no time in which to do that! Compare a single year, max two, to the two to three *centuries* that vanilla Fallout4 cores would have had since their creation, pre-Great War... suddenly, it's not actually that unusual how laughably underpowered they usually are, in contrast to their titular tech tier; they're just reaching expiration date, by then! XD

I'm in the process of setting up a FROST install as i type this, and I'll be using Configurable Fusion Core Drain under this logic; i'll be using the setting of 5% normal operation drain and 50% jetpack drain. Given the timeline and tech involved, i consider it more immersive than FROST's settings, and in some ways better than even Vanilla ones. (this is a war machine for a foot soldier, for flibblefrak's sake, *mere walking should not be that fuel intensive!* /rant ) Highly recommend; enjoy!

actually fusion cores in fallout universe fuel some kind of COLD fusion method(thats why they can power a reactor for centuries), not to mention that fusion core is just a container to store fusion material and actual fusion is done in the mini reactor each PA had on the back. ^,^
