It is not - this only unlocks the Raider items from Nuka-World (with the exception of the Raider Radio Transmitter, Radio Radio Amplifier, and Tribute Chest).
The Raider Flags are new objects, but everything else are vanilla objects that are either unlocked or have had their building requirements changed (like the Raider merchants requiring Local Leader 2 instead of Wasteland Warlord 2).

i ask, for the sake of settlement blueprints. if i use them, then export, will it recognize the objects as mod specific?
