Unfortunately these are not actual 4K textures. These are just overblown vanilla textures with a ton of sharpening applied to them. I guess most people don't realize you can't get more detail out of a low res picture just by resizing it up to a higher resolution.
I Appreciate someone putting up their time to do something like this but there's no substitution to properly drawn textures at a higher resolution from scratch.

For anyone looking for better quality Power Armor textures, you have some options now:

    www.nexusmods.com/fallout4/mods/27917 (All PS's fully retextured)

www.nexusmods.com/fallout4/mods/27378 (Also all PA's covered, although this one seems more basic)

www.nexusmods.com/fallout4/mods/3344 (Amazing work but doesn't cover all PA's)

www.modsfallout4.com/power-hd-r/ (Not sure why is not on the Nexus, but still another option for all PA's)

Thanks for letting us know, it's nice to have options. To add to your list, this person created each piece individually and covers all of the original game. https://www.nexusmods.com/fallout4/users/2684724?tab=user+files

      MUCH appreciate alternatives...
      these textures are NOT 4K.
      check his 'comparison' image.
just stretched default 1k to 4k size, sharpened, contrasted, done.
no added detail so when playing at 4k the armor looks terrible imho

I'm not seeing any difference in T-51 torsos using default, military, titanium, lead and prism paint jobs. Using the 4K version.

Your textures are blurred and look like 2k, just compare with proper 4k: http://www.nexusmods.com/fallout4/mods/3344/?
I don't want to complain but calling this mod 4k is just false advertising. Your mod is just upscaled vanilla with added low quality detail.

Vanilla is 2k. Same textures. If you want these exactly sharpened ones, use Ordenador.

      I would also love a 2k version

It's a texture optimizer tool of sorts. You might find these useful... not sure if it's meant to be used w/ FO4 though... besides the default PWR Armor textures, in-game, already are 2K. There would be little to no difference as these 4K versions seem to have the same patterns as the default ones just scaled up to 4 from 2 though there are those two recolors you could go with.

I downloaded the 4K version and it actually got even worse...
    no its not my system
    got i7 4790k 16gb GTX 1080 strix

The frame is all blurry and the valve thing that the character uses to open up the armor is also blurry

Would be lovely if there was a 2k version of this mod. 4k is too much for me, or my system.

Does this mod include DLC textures? Far Harbor, nuka world, and contraptions?

It's exactly the other way around - coldchaos' textures have the exact same rust pattern as vanilla textures, so, naturally, DLC textures are going to have the same rust pattern as well.
