Unless I'm going nuts, this mod has worked great for me everywhere except Far Harbor.  I find in other areas practically all the enemies are of the highest level type. but in far harbor you get a much bigger mixture making it a lot easier.

Although saying that it appears some time back I found the same issue with mod "Encounter Zone No LImit" so maybe its just far harbor hard coded type thing.

Got a question. When the enemies are of higher levels(like pass their default max level), will higher level enemies give more exp or are they just more powerful?

Is there an easy way to test if this mod is working? I started a new game recently, and it's kind of hard to tell if it's working because I'm playing on Survival, and even with a mod that shortens the amount of time for cells to respawn, it takes a long time actually see if NPC will be capable of spawning at a higher level.

For example, I went to USAF satellite station Olivia at around level 8 or 9, and there were a few raider 'scum' types there. On my second trip after I believed they had respawned, I used to console to raise my level to 100, and the two raiders outside were 'scum', and one was just a weak regular raider. Inside there were only 2 raider scum, but one at the end was holding a higher-leveled weapon.

I really just want to know if I can safely continue playing so I don't end up locking zones to low-levels like the vanilla game, and if the mod is working properly. But, again, it's kind of hard for me to tell at this point.

Edit: After some testing, it seems I've just discovered that both the USAF satellite station Olivia do NOT scale to the max level. This seems to happen despite that fact that looking at this mod with FO4edit, it's max level limit is set to '0' like all other encounter zones.

Olivia's encounter zones (interior and exterior) appear to be vanilla, as going there at level 2, clearing the raiders outside, and then clearing the raiders inside, waiting for them to respawn and changing my level to 100 resulted in the raiders being standard raiders, none of the higher level varities.

I don't know if it's possible to fix something like this.

I will however continue listing zones that seem to still follow vanilla rules and will not scale enemies up with you as you reach higher levels after initially visiting them at lower levels, hopefully this will serve people downloading this mod in the future some use. If the author comes back, perhaps some insight can be shared on why these zones don't seem to level up enemies with you:

    USAF satellite station Olivia
    Gorski Cabin
Concord (I was wrong before, this one doesn't scale either)

I would have to look into it but the encounter level just allows npcs up to a specific level spawn. That doesn't mean there are npcs created of every type that go up to and beyond level 100. For example, a encounter zone might be set to 0 but the location might use a leveled list that has enemies spawn at levels 5, 10, 15, 20, 30, 50, 70 and 80. It doesn't matter if you are level 140, the highest that you will be seeing in that location is 80 because that is the limit of the npc list.

I figured there might be some unique exceptions. Like for instance, ArcJet Systems will only seem to spawn normal synth enemies and occasionally synth striders regardless of your level. There are also a few unmarked locations that don't seem to scale enemies up, probably for the reasons you specified, like the gunners on the overpass by Gorski Cabin, and Sunshine-Tidings co-op

The locations I'm looking for/listing, however, are ones that function like they do in vanilla. They spawn around your current level, and not anything higher like your mod allows for most of the other locations. Like I said, I visited the USAF Satellite Station at level 1, and it was just basic raiders. I raised my level to 100 after the cell reset, came back, and they were still basic raiders. Then, I loaded an earlier save before approaching that same location for the first time, raised my level to 100, went back, now they were mostly all veterans. The same occured with Gorski Cabin's exterior ghouls, except they became all charred ghouls. This seems to be the only way to get these locations to be locked at high-level enemies.

shouldn't be max level set to -1 instead 0?
not sure if it works the same but in Far Harbor DLC all max level in encounter zones is set to "-1"
and it still can spawn lvl 200+ enemies if player is close to that level upon returning to Far Harbor again

The mod listed above does change most Vanilla encounter zones as well, though they are set to varying levels topping out at about 125. It also makes many other changes that are best patched if you have a long load list. And some changes might not be to everyone's taste. but those too are easily patched out(or diluted).

Your mod should work perfectly fine if loaded after his esm, though some of his EZones do have modified flags as well (mostly removing never respawn or match under min).
I found this page trying to figure out why Beth suddenly decided to use -1 as a Max value. If zero works to remove the cap, you have my thanks and I will endorse. Saved me a bunch of tedium.

I still don't understand the logic behind the EZones but at least the game is extremely tolerant to most setting based mods.

Works just fine. Not many changes to game but only varies enemies for high level character. More raider veteran, less raider psycho which I always wanted this game to be. I really thank you. forgive bad english it's not my language.

This mod does what you did but better (no offense). Everything scales from what I've seen in this mod. You should check it out to see how he did it.

These two do different things, the mod you link makes enemies scale with you. My mod removes the max level that enemies can scale to, completely different...

Would you, by any chance, be able to describe exactly what effect this has in-game? For example, with this mod, I'm seeing SPECIFIC enemies at my level (105), yet it's not all enemies- only the highest classification. For instance, charred ferals are 105, yet normal ones are level 3- withered ferals are 42.

Are you editing the fLeveledActorMult to do the scaling, and then just setting specific encounter zones levels?

This would be more perfect idea, but this mod is broken. http://www.nexusmods.com/fallout4/mods/6957/?

When you enter a new encounter zone area the game records your level for that area, that location will only spawn enemies at your level. This just removes the max, some encounter zones have a max level so even if you are level 100 and enter a new area it may be limited to level 50 for example.

I think what you are wanting is something that makes all enemies in the entire game spawn at your level no matter where you are, as far as I know that isn't possible at the moment. The game logs what level you are when you enter an area and that location will always be limited to that level as far as my understand of how this works.

If I'm incorrect about this I'm sorry but that is how I understand it.

No, I think you're right. Thank you for the response. This just cleared it up for me- although I'm still unsure why specific enemies scale and others do not...

It might be because some enemies only have versions of themselves that go up to a specific level. Lots of enemies will have a max level so it will stop scaling beyond that. Most of my knowledge comes from Skyrim but if Fallout is the same then the toughest enemies will only have a max level of maybe 90, this might be different in FO4 since I've not checked.
