You know that you can change the name of a weapon dependent on whether it has a stock or not, right? So a Pipe Pistol (no stock) would be a Slugga, while a Pipe Rifle would be a Shoota (with stock).
A step in the right direction. It changes the names, and has good reasons behind these changes. Now we just need someone to make the models.
However, the only way I see this mod being viable is playing as a Space Marine who is transported through the Warp to the world of Fallout (because Warp), and this is what would come to his mind when he sees these things.
I never knew I needed a mod like this, I love me some WH40K! I might not keep it on constantly, but damn this is a fun change from the normal lore. All I need is a space marine replacer for T-60 and I am set!
ALSO: Could the Institute be Hereteks? I am not sure what chaos god they would belong to, but it makes sense since they abuse and create heretical technology. Maybe they could follow Horus, and have the wasteland be earth during the Horus Heresy. As much as I love Necrons, it is hard to live up to their badassery. Brotherhood pilots (Lancers) could possibly be tech priests as well, even if they are missing the crazy robot parts.
Every game could use some more Adeptus Mechanicus. Something that might interest you is that in my playthrough I found a way to try to dress up some of my settlers as Tech-Priests. It's also a neat way to mark out the vendors who run the stalls from the rest of the riffraff.
What I did was combine the Assault Gas Mask with armors like the Traveling Leather Coat and Spike Armor. It'll never look as good as the official artwork, but it's a start. Here's a picture: http://i.imgur.com/5HnaT7W.jpg
I could definitely see the Institute being Hereteks or even Dark Mechanicus. I'll have to give it some thought though as I'll have to go through looking at all their troops again.
I actually saw the Space Marine PA right after I posted this lol but still thanks for the link! Nothing is stopping me from purging heretic scum now.
