What fixed it for me was the mod Clean and Cleared sanctuary mod. removed it and worked fine.

This mod contains Deleted records, instead of Initially Disabled, which means that if any mod refers to these records (and it's Sanctuary, which is changed by tons of mods), IT WILL CAUSE A CTD.

Quote from another thread of a mod with Deleted records from user exploiteddna:
EVERYONE NEEDS TO RUN THIS PLUGIN THROUGH FO4Edit CLEANING MODE! It will undelete and disable the records, as it shouldve been done originally. All you do is make a copy of the FO4Edit.exe and rename it to FO4EditQuickAutoClean.exe. Run this just like you would regular xedit, select the plugin from this mod, hit 'OK' and then save it when it's finished.

xEdit saves the file automatically (now atleast, can't remember if it was that way to begin with) on exit without prompting, so no need to manually.

Otherwise this mod does what it promises. If it doesn't work, move it closer to the end/bottom of your load order (right before Looksmenu and Amazing Follower Tweaks, if you use them).

Best mod for me. Does exactly what I needed it to do without making other cities script heavy.

    Does this Mod still work?
I installed it like 5 minutes ago & it tells me that it's not up to date.
So .. how do I update it?

I know this is an old mod and all, but does this break precombines? and if it does, does it only affect sanctuary?

If it allows the scenery to be scrapped, then it necessarily turns every sanctuary object into a separate ref which will break precombineds. It seems that this mod only affects Sanctuary and Spectacle Island, so it would only affect those two, yes.

Doesn't work for me. I even started a new character. Nothing is scrapped.

looking at this mod in the ck I see you didn't add navmesh under the deleted hedges, the houses that are now scrapable still have original navmesh so the interior navmesh and exterior navmesh is only connected by the doorways. Isn't this problematic if you build new structures over these areas and they overlap the broken navmesh?

it seems so :| I spent a lot of time building and now settlers wont step onto the foundations of the houses that this mod makes scrapable. they simply just stand right on the edge.
