Yup, needs ammo cuz of engine limitations - Bethesda refuses to drop their 10+ year old smoking turd of an engine and use something modern that's actually capable of getting sh*t done without absurd workarounds.
Anyways, the Paddleball is technically a "gun" because their engine cannot handle a melee weapon firing projectiles (see the disaster that was Skyrim's Dragonborn DLC's Bloodskal Blade for their last attempt to make a hacky workaround for this limitation - the thing broke as soon as you dropped it or were disarmed and would never work again..).
there's a minigame you have to play with balls that are in the random loot table that gives them out as a prize... ... ...but they aren't on the loot table themselves. FUN!
