It seems these ammo are rare even with the scrounger perk. Nevertheless they certainly do spawn in areas that normally wouldn't (The commonwealth). Try waiting for areas/enemies to respawn and search again.
Handmade rifle ammo has the same spawn rate as 5.56mm ammo and lever action rifle ammo has the same spawn rate as .308 or 50cal I don't remember exactly right now.
Thanks to you I can finally use the handmade rifle in Far harbor and the Commonwealth without having to worry about ammo as much as before. Thanks Tywele!
