The description says it just takes the stagger away, so i don't think it actually goes through any filter like "is it a melee build", but rather it makes either you unstaggerable or your enemie's attacks unneficient torwards staggering anything (or both who knows). So be it a Melee, Unarmed, Steatlh, Sniper, Shotgun or even a Charisma build, it should eliminate the staggering if i understood it correctly.
