The only thing's Qin wanted to keep were medicine and astrology so all the historian's were butchered allowing him to lay claim to the greatness and contribution of the seven kingdom's as well as remove from history any reference to any previous unified great state that may have superseded his China (Ignoring the almost unknown legacy of the greatest pyramid's ever built and little known even in china today such as the Great white pyramid which may supersede the general buried in a tome dug into one side of it - probably to lay claim to the even in his time extremely ancient monument for his own posterity - and far larger than anything the Egyptian's ever built, it makes you wonder at the lost glory's of that former empire), one that whispers of may still exist in Japanese legend of a time when an Empress once ruled over much or all of what later became China but also had some sway over them many thousand's of years ago.
As such there is nothing wrong with the mod BUT if the mod author does not have a problem with it then there is no reason you or someone else could not replace his track's with some that fit your taste's.

As a Chinese, I can say that what you said is absolutely right. Even in the '70s, songs from Taiwan were called the “靡靡之音”（Decadent and depressive music refers to all low-grade） by the government at the time (though my parents' generation born in the '70s realized that the world wasn't what the government advertised it was ;)
