General improvements

Version 3.0
General Improvements, added some new Legendaries, you CAN craft them (assuming you have lengendaries unlocked) but their INTENDED to be rare drops, i just havent figured out the legendary drop system yet.
Revamped Kelogg's pistol and the Silver shroud gun with new, UNIQUE Legendary, again you'll have to craft them to swap them out. Planning to do all the named items so looking for ideas. The concept though is to take the vanilla effect and expand it so Kellogg is still Resolute but now also is Furious, and uses 50 call ammo (and does a tad more damage), while the Silver shroud Gun has infinite clip size and my shotgun "six shot" effect.
Added a compatability patch for Nuka World, by default the new Nuka World perks that conflict will add a 6th rank, so old users will see no conflict and the new ranks will add onto of their existing ones.
Version 3
The Pacify perks now are permanent no longer will that raider you just intimidated try and shoot you in the face because you lowered you weapon. You intimidated him he should know better then to try and take you. Same for the other perks. They DO NOT BECOME SETTLERS just non hostile to YOU.

Bloody Mess
L4: When an enemy explodes, nearby enemies may suffer the same fate, and you now inflict +20% damage in combat.
L5: You now inflict +25% damage in combat.
Cannibal
L4: Eating human, Ghoul or Super Mutant corpses now restores a more Health.

Idiot Savant
L4: Randomly receiving bonus XP from any action may trigger 5x XP for all kills for a short period of time. The lower your Intelligence, the greater the chance.

Lead Belly
L4: You're Lead lined insides insulate you from other toxins as well.

Mysterious Stranger
L4: The Mysterious Stranger appears more often in V.A.T.S. When he kills an opponent, there is a chance your Critical meter gets filled more frequently.

Nerd Rage!
L4: You now gain 50 more Damage Resistance and do 50% more damage while Nerd Rage is in effect. Kills you make while enraged restore some lost Health.
L5: You now gain 60 more Damage Resistance and do 60% more damage while Nerd Rage is in effect. Kills you make while enraged restore some lost Health.
Quick Hands
L3: There's a chance of you regaining 10 Action Points at random.
L4: There's a chance of you regaining 20 Action Points at random.
L5: There's a chance of you regaining 30 Action Points at random.
Solar Powered
L4: Sunlight regenerates your lost Health more.
L5: Sunlight regenerates your lost Health even more.

L5: Your explosives now do 2.5x damage. Mines and grenades shot in V.A.T.S. explode for 2.5x damage, too.
Grim Reaper's Sprint
L4: Any kill in V.A.T.S. now has a 45% chance to restore all Action Points and refill your Critical meter.
L5: Any kill in V.A.T.S. now has a 55% chance to restore all Action Points and refill your Critical meter.
Gun-Fu

L3: While standing still, you may automatically disarm enemies that use melee weapons against you and you do +60 Damage Resistance and your melee and unarmed attacks deal 60% more damage.

Each Rank gives extra carry weight and will retuce the weight of your equipped armor, the Fark Harbor Patch extends this to the new 5th rank

Sooooooo I was looking at the Perk List and realized a lot are one or 2 so i started a project to give EVERY perk 5 ranks as well as tweak several existing perks to my liking. Still have a number to do but for the list of changes please see the change log.
