Adds two levels below the Red Rocket building.
It's NOT an interior cell so no loading screen
It's accessible throw stairs.
PS: If you want, you can scrap the engine table, floors, stairs and even the walls to have the free space and build it as you see fit. You need Place Everywhere and toggle extra objects selection with INS key
