Dude, thank you so much. was trying so hard to get this damn achievement but it would not budge past 93. The happiness system is so stupid in this game making you build like 100 clinics to make people happy.
That achievement man, how often had I to observe a settlement jump from 99 to 98 to 99 etc. So frustrating. Confirmed working as advertised as of 08/2020. Wait time ingame after loading is 3 minutes at most.
