It's been a while since anyone has commented here, not sure why this mod isn't more popular, it's great :)
It is completely OP for most situations, but what is OP is contextual. I'm using Better Power Armor and Powerful Power Armor together, and when used in conjunction, they make defeating foes in power armor a huge chore. But I'm also using Better Locational Damage. So you can one-shot kill someone in power armor with just a pipe pistol if they're not wearing a helmet and you hit them square in the head. If they're wearing a helmet, then it's totally a different story. I had a modded up automatic laser rifle, and I think once I might have used about 200 rounds to destroy the helmet of one Gunner before I could headshot him. Sometimes I have to use several (like 3 or 4) well aimed pulse or gamma grenades to get the job done. I like that power armor means a bigger challenge, but I was looking for a special weapon that would both be able to take care of enemies in power armor, but also have a high cost of use (both weight and ammo). Enter the Instagib.
I did change the crafting requirements in F04Edit to require 1 fusion core to yield 1 Instagib Power Cell. This way I have to assess each situation if I see someone in power armor coming at me. How many are there? How many Instagib Power Cells do I have? Is the dude wearing a helmet? No he isn't? Then I can try for his head using a conventional weapon. Yes he is? Then I can Instagib him, or try and use grenades or run away. Am I alone or do I have companions with me? This also changes my strategy. I may find myself using it on Sentrybots as well. They're not as hard to destroy with conventional weapons, but if it's not alone and things are getting desperate, it might be worth using the Instagib (and I know that I'll almost certainly get two fusion cores from the wreckage that will make up for the shot I took it out with plus one). I might find myself using it on high-tier Deathclaws and other big enemies too, but have to make the choice knowing that I'll be out a Fusion Core. So it's introducing an element of strategy to my gameplay which I like a lot.
Anyways, so happy and refreshing to see not just a ordinary weapon model that has had it's stats raised to ridiculous levels but a weapon that uses a unique model (it looks awesome by the way, love the hazard tape!) and can be used in a way that is actually, arguably, immersive.
Great little mod, endorsed! I definitely had to put a better aiming reticle on mine, 'cause the default metal hoop thing is not accurate enough for instagib. :) If I had to nit-pick, I would say that the big puff of smoke when you fire the gun is annoying, because it immediately obscures the target and prevents a quick follow-up shot if (when) you miss. Other than that, loving it.
Hello, my father actually created the game mode, Twin Towers (which was then renamed to something else after what happened on 9/11), and the rifle itself. Sadly everything is on his old computer, but he did give me some information on how he created the instagib rifle. I showed him this mod and he was pretty inpressed, however was a bit annoyed at the base model of the weapon. Good job on the weapon!
I changed it myself, since I don't actually want the one-shot kill. I just wanted a separate weapon where I could control the damage. I think I set it to 100. It's very simple using FO4Edit.

Thanks for the hard work on this, endorsed!
If you want to go on a murder rampage, install the Automatic legendary mod on it.
Some enemies are bullet sponges and the instagib effect won't trigger.
Great mod idea. I love UT2k4!
The initial idea was to use Fusion cores for ammo, but after testing found that 1 Fusion Core for 10 ammo is the best option.
If you have the knowledge tone down the recipe to make just 1 Power Cell.
Or if more people want I can make a 1 Fusion Core for 1 Power Cell version.
