Today i noticed this upon other unused armors in the game folder too. After some research in google i found your mod (since it didnt work on my end - I somehow managed to fix the folder path typo and thus broke the reference ingame, later i saw why ...) watch this: DLC03\Armor\TrapperA\MOutift_Helmet.nifit reads "Outift" not "Outfit" :)
I've killed a lot of Trappers in the last three days and haven't come across the helmet yet. Is it a rare spawn item, all they seem to wear is the lobster helmets or hoods?
They have the same chance to spawn (or not) as all the other assorted helmets that Trappers wear. You might have a mod conflict with something else that edits the same leveled lists.
With seeing this, I wonder what else was cut. The coastal armor looks like it was supposed to be pieced out like the trapper armor, and paired with the diving suit. Since this set had a helmet, maybe there was a plan for the trapper diving suit/coastal armor to have a themed one too.
I think the diving suit underarmor is literally the underlayer used for the Rescue Diver outfit. Which makes we wonder if THAT isn't supposed to be parted out as well (would love to see its parts rigged onto a power armor). Although I always thought the Coastal Armor was just another version of the Cage/Spike armor.

Since this set had a helmet, maybe there was a plan for the trapper diving suit/coastal armor to have a themed one too.
I like the look of it compared to the silly Lobster Pot thing.
