Your plugin "OMEGA_VaultGirlBH_Valdacil_Compat.esp" when enabled with another mod will conflict with it, without NMM nor Vortex telling you.....i cant remember which one it was but from what i remember when i used NMM, it conflicts with "Amazing followers" and makes all bobble heads disappear. I had to either load "OMEGA_VaultGirlBH_Valdacil_Compat.esp" before or after Amazing followers. I cant remember but im 90% sure its was Amazing followers.
So if your bobble-heads are missing, even if they are found and not found, you have to disable the "OMEGA_VaultGirlBH_Valdacil_Compat.esp" plugin in "mods" to bring them back.
