There's something wrong with the file and/or link to it. When downloading through NMM, I get an error (not related to the Nexus virus software still scanning) that NMM was unable to finish the download.
When hitting the manual download link, I get linked through to Nexus' main game index page.
Hitting either link does however register the download on Nexus, since I was able to endorse your file...
Yeah, that's my error. It appears that the site doesn't like the archive format I used. I honestly don't know what I'm doing with Nexus Mod Manager, so I'm still working through the couple of issues with that, since the last (and only) mod I uploaded was awhile before NMM was even a thing. Basically, it's apparently the same thing as NMDA, I just didn't know that there was already a mod to do this.
EDIT: I have fixed the download. Like I said, last mod was before the mod manager, so I'm still getting used to this format. Either way, if you're only interested in Sanctuary (which was my main goal), then I hope this can be of use to you.
Otherwise, you should probably use NMDA, since it appears to be very complete.
I honestly didn't know it was a thing, to be honest. Mostly because I barely knew how to tag my own version here, so I had almost no chance of finding the other. Basically, the difference is solely that this is my first attempt back into modding since Oblivion and I have next to no idea what I'm doing now that NMM exists, and that's about it.
Anyone making tactless comments now or in future (Not directed at AtirusGaming, but at the comment I deleted):
Also, if everyone could please refrain from making dismissive, antagonising comments, that would be ideal. It's because of comments like this that I stepped away from modding after my fall damage fix back in Oblivion, which was, like this mod, a personal fix that I decided to make available to people that might want it.
If you feel another mod is better, then suggest it or endorse/compliment it. Otherwise, keep your tactless comments to yourself. This site should be about encouraging users to improve their content, not about making disparaging remarks when someone makes a mistake or uploads content that, due to its nature, may be similar to other content. Thank you.
I might try this to see if there's any difference with FortuneQuacker's "No More Disappearing Act" mod, which basically does the same thing as your mod, but for all settlements. http://www.nexusmods.com/fallout4/mods/13294/?
