About this mod
Idiot Savant didn't work if your INT was reduced to zero, and rank 3 disabled the bonus for non-kill XP during kill streaks. This fixes that.

UPDATE: The mod now carries forward the fixes from the Unofficial Fallout 4 Patch. Mostly just cleanup, removing unneeded data, but also fixing Idiot Savant 3 which checked Int 6 twice and left out Int 5. I also updated the chance at 0 Intelligence to 11 on the advice of user sushisquid in the comments. It still worked in version 1.0, but with the same chance at 0 and 1 Intelligence due to the engine not handling the decimals well. Just load this after UFO4P and you're good.
OK, so here's the deal: If you play a dumb alcoholic STR-based character, you probably never got Idiot Savant to proc while under the influence of all those Dirty Wastelanders because the perk didn't address INT below 1. Now it will properly apply during your drunken INT 0 stupors, and with slightly greater likelihood than at INT 1. I figured since INT above 10 gives you a .5% for it to trigger, INT below 1 should give you a 10.5% chance to trigger.
Additionally, there was a condition that checked to make sure you didn't have a Rank 3 kill streak in effect before it would allow the bonus to trigger. This was annoying outside combat, because if you triggered a kill streak you lost all chance at triggering a standard Idiot Savant multiplier on, for instance, crafting. It basically made Rank 3 not worth taking (especially on Survival, where it takes so much more time to clear an area of baddies).
The caveat to this: There's now a chance that you'll trigger the standard Rank 2 Idiot Savant effect during a Rank 3 kill streak, thus multiplying your XP for both effects. However, as this can only happen on kills, it shouldn't be too cheaty. Consider it compensation for all the XP you lost out on because of the aforementioned bad math.
COMPATIBILITY: Will clash with any mod which alters the Idiot Savant perk entries themselves. If you have a mod to change or remove the sound, you'll have to open it up or check with the mod author to make sure it's only SWF files/sound files/sound descriptors/scripts which have been altered -- as a rule, if the other mod doesn't have an ESP, it's compatible. If it does have an ESP, then you need to check under the hood to make sure it's safe.
PERMISSIONS: I haven't done much with Bethesda.net and don't have time to start, but I would love to provide this fix to console players too. Anyone at all has permission to upload this to the official mod system -- just check to make sure somebody hasn't already done it. If you get into a credit war over there, I want no part of it.
