Only 180 endorsements? That's absurd. Such a shame about the lack of endorsements. I wouldn't even have known about this mod if not for RTDVids mentioning your mod in his mod list. Kudos to him and endorsement for you.
I mostly just make small mods for myself, when I can't find an appropriate one that I like, and figure it doesn't hurt to share. But, I'm glad you found it and it's working out for you. Thanks.
To answer the question about the Speech bobble increasing Vendor caps in the first place; it's a holdover from Skyrim. Basically, they gave different functions to Speech and Speechcraft.
There's a reason the skill system for the fifth Elder Scrolls game could be exploited to Oblivion and back...
Would this still alter the perks when you've got your SPECIAL maxed-out right from the start (I'm using a mod that does so, getting 10 in all seven categories)? When maxed, you don't get the extra point from a bobblehead when finding one, so, I was wondering if the perks worked yes or no...
when maxed special , you still get bobbleheads bonus , for example perception , if you had perception 10 , and then get the bobble in the quest you save preston , you will have 11 perception
I'm curious for an answer on this as well. I also want to know if it will change the ones you've already picked up, or do you need to start a new game? (I like making new characters anyway)
If it changes the perk, then it should auto-update the ones you've already picked up, but if it is an added enchantment effect to the item, then it would only give it on initial pick-up. I'm wondering which it is, but I'll likely figure that out before I get a reply. =P
This mod is only for the skill based bobbleheads. I made another one for the SPECIAL bobbleheads. In that case though I used the scripting from the You're Special Book. Which will not allow you to exceed 10 in any special stat. You should be able to use this skill bobblehead mod, plus your maxed special mod, and use the vanilla special bobbleheads.
For the skill bobbleheads, most of the changes were made to the perks themselves, so I guess they should update.
