So I was using the LooksMenu to load in a preset for Piper and only the skin on the front side of her head was red. No tattoos showed, no eyebrows no modifications whatsoever worked.
After spending about six hours reading topics and trying a lot of mod fix downloads, reodering the mod loads, and file editing I stumbled across a small post buried in the steam forums that a single poster just briefly mentioned how he fixed it. It turns out one of the other mods is creating a new Base Skin for the female character that automatically overwrites any modification you do to any female while in LooksMenu.
The files can be found here; Steam\steamapps\common\Fallout 4\Data\textures\actors\character\basehumanfemale
You want to delete basefemalehead_d and basefemalehead_s Then just start the game using the f4se_loader.exe and you're good to go.
Since it hasn't been patched in a hot minute this is the only fix I know of.

I had a similar issue where only ONE preset (https://www.nexusmods.com/fallout4/mods/20882?) was giving me trouble because the head was very tanned/dark brown, though it wasn't at the back of the neck. I fixed this by loading the cbbe before looksmenu, though it was weird because all the other presets were working fine except that linked preset. I hope this helps and saves someone hours and hours of frustration like me lol
condition: the same issue as the title described my resolution: use the cobination face texturemods 1 MCC 2k face texture listed in Looks Menu Customization Compendium. 2 HD face texture that MCC required 3 Nature 2k face texture.
