      Harriet would probably never be there considering Fallout's 1950s cultural stagnation. They might have removed Jackson at some point though.

      Seemingly the stagnation is more on the style and mentality, but not with racism etc. considering that there is no discrimination or prejudice agains blacks and asians (except the chinese^^).
